If chartering is an option for you, how about contacting the owners
of the boats in impound, and offering to pay enough to cover the
storage fees? Assuming, of course, that TISC knows who these folks
are.
That'd be a win-win -- you get a boat to use, the owner gets their
feeds covered, TISC gets a boat out of impound, and the fleet gets
one more boat on the line.
